The three questions

The third is whether the output format is consistent. A stable template or structure is exactly what standing instructions capture well.

The decision rule is deliberately forgiving: a yes to at least two of the three is enough. The task need not be perfectly stable on all three axes. A recurring task with a consistent format still qualifies even if the background varies a little, because two of three conditions carry the setup cost. The setup, once built, is typically recovered within a small number of sessions, so the bar for building is intentionally low.

Why "two of three" and not "all three"

The two-of-three threshold is the part candidates most often get wrong, in both directions. Some refuse to build a Project unless every condition holds perfectly, and so they keep paying the re-setup tax on tasks that clearly qualify. Others build Projects for genuine one-offs, seduced by the tooling, and waste the setup on something that will never run again.

The reason two is the right threshold is arithmetic. The setup cost is small and one-time; the saving is small but repeated. As soon as two of the three stability conditions hold, the repeated saving overtakes the one-time cost within just a few sessions. Demanding all three would leave real recurring value on the table, while demanding only one would build Projects for tasks too unstable to benefit. What the CCAO-F exam trips candidates on

The exam probes two symmetric errors. The first is building a Project for a one-off task that will never recur, wasting the setup effort. The signal in the question is that nothing about the task repeats; the credited answer is plain Chat.

The second is refusing to build a Project because context varies slightly, even though two of the three conditions are met. A question may stress that the background shifts a little each time, tempting you to say a Project is not worth it -- but if the task recurs and the format is consistent, that is already two yeses and the Project is justified. The test rewards counting the yeses, not demanding perfection on every axis.

A consultant runs a fortnightly portfolio review. The reporting template never changes and the review recurs on a fixed schedule, but the specific holdings and figures differ each cycle. She is unsure a Project is worth building because 'the content is different every time.' What does the test say?

Run the three questions honestly. Does the task recur? Yes -- it happens every fortnight on a schedule. Is the background context stable? Partly: the template, the review methodology, and the standing rules do not change, even though the specific holdings do. Is the output format consistent? Yes -- the template is fixed.

That is at least two clear yeses (recurs and consistent format), and arguably a partial third from the stable methodology. Two of three is the threshold, so the Project is worth building. Her worry that "the content is different every time" is the trap: the varying figures are the new input she pastes each cycle, not the context she is trying to reuse. What she reuses -- the methodology, the standing rules, the template -- is stable, and that stability is exactly what standing instructions and the knowledge base are for. She should build the Project, put the fixed material in once, and paste only the fresh holdings each fortnight. The setup will pay back within a couple of cycles.
