Targeted revision means changing only the single component the output pointed to, resending, and comparing against the prior round - rather than rewriting the whole prompt. Wholesale rewriting discards the parts that were already working and makes it impossible to tell which change actually fixed the problem. Changing multiple components at once obscures which change produced the improvement.
